MENG Ying-hua,LI Yan-li
Because of different traits and the substitution between trade in cultural goods and cultural services, the competitive ability of the above two trade modes represents dissimilar characteristics. The paper demonstrates the distinct traits of determined factors of international trade in cultural goods and trade in cultural services by data of Canada. The results are as follows: GDP and population, two control variables of the gravity equation, have opposite effects on these two trade modes, geography distance have negative effects on two trade modes, and trade in cultural services are affected more by geography distance. The effects of cultural distance on two trade modes are ambiguous. The coverage of information network has positive effects on trade in cultural goods, but has no obvious effects on trade in cultural services.

SHA Wen-bing
This paper examines the effects of technology gap between domestic and foreign high-tech enterprises on the knowledge spillovers of FDI by using panel data of 17 sub-sectors of the high-tech industries in China. It is found that R&D activities of foreign-invested enterprises cause knowledge spillovers to the domestic enterprises, and promote the innovation abilities of domestic enterprises to some degree. The independent R&D investments have been the most important factors of innovation abilities. Technology gap measured by the relative labor productivity has a non-linear effect on knowledge spillovers of FDI.

75 Research on the Heterogeneity and Influencing Factors of Total Factor Productivity in China’s Producer Service Sub-industry
WANG Mei-xia
With the Malmquist productivity index of DEA model, this paper measures the growth rates of total factor productivity (TFP) in China’s producer service sub-industry,and analyses the heterogeneity in its sub-industry and influencing factors of the TFP. Empirical results suggest that producer services TFP in overall level and sub-industry level appear all increasing trend, and demonstrates strong heterogeneous pattern, while it is not obviously converging or expanding to the difference in pitch of all the indicators. The dominant factors leading to TFP growth are combined effects of technical efficiency improvements and technological progress during 1991-2002,and technological progress after 2003. Moreover, the influencing factors such as RD,CON and INDUS act as a positive stimulus to the growth of TFP,except for the factor of OPEN.

LIU Yu-lin,LI Jing
This paper researches the effects of TFP、FDI to the Urban-rural Income Gap by sampling provincial panel data during the period of 1992-2010 with Malmquist index method. It is found that TFP reduces the income gap in eastern region, but enlarge the gap in central and western region. The inverse U-shape curve exists between FDI and Urban-rural income gap with most of provinces in eastern and central region to the right side of the inverse curve and the most of western provinces still in the left side.

The empirical analysis, both static estimation and dynamic estimation shows that other than the impact of per capita income,urban-rural income gap has a significant positive impact on pollutant emissions. It is pointed out that narrowing the income gap between urban and rural residents is one of the effective methods to reduce the national wide pollution emission levels.

129 A Comparative Study on Corporate Political Behavior of China’s Private and State-Owned Businesses——Use Henan as an Example
LI Lan
Adopting an in-depth interview and questionnaire approach, and using Henan as an example, this paper examines the differences of corporate political behavior between China's private businesses and state-owned corporations. The result shows that comparing with state-owned businesses, private firms are operating under higher pressure from the government. They are more reactive instead of proactive towards government’s behavior; their political actions are less organized, and the continuity of their actions depends on accidental factors such as the political mind of corporate leaders. In addition, private businesses are interacting with public officials through more limited channels than that of state-owned corporations, and heavily rely on third parties’ support. The government has not yet established a serving culture or adopted such an approach to dealing with businesses. They interact with state-owned and private businesses differently and their decision-making process is very often influenced by “guanxi”. This paper concludes that a “clean” and efficient interacting platform between businesses and all levels of China’s government be built, and to achieve business success, firms must improve their skills in government relations management.

156 Financial Constraints,IPO Purchasing and Super Offering Financing in the Board of Growth Enterprises Market
ZHOU Xiao-hua,TANG Wen-xiu
The paper theoretically analyzes and empirically tests the relationship between financial constraints of companies before listing on the GEM,IPO purchasing and the rate of over financing. The empirical result indicates that the financing constraints have significant negative influences on the rate of super offering financing, due to the effective pricing mechanism, which restrains the preventive cash holding motivation of enterprisers. Therefore, financing constraints is not the reason of over-fundings. The empirical results shows that the greater the subscription rate deviation of offline and online IPO and the higher effective subscriber number of off-line,the serious IPO super offering.
