Abstract The paper probes into the relationship between the different profit level of enterprises in China and the regional stickiness of industries transfer brought by the labor mobility under the background of dual economy by using the panel data of 31 provinces of China for the period of 1998~2010. The result shows industry transfer in China is the comprehensive result of the micro-enterprise’s profit maximization behavior and the regional stickiness of industry transfer. Therefore,industry transfer policy should match the policy to eliminate dual economy for remarkable effect.
