Abstract The paper researches China’s overseas intelligence return influence factors by analyzing panel dataof 29 provinces of east,central,western regions of 1978-2010 with dynamic panal model. The results showed that overseas talents backflow showed obvious’ ratchet effect; middle east regions’ economic current growth level of overseas talents backflow produce short-term positive effect; Education funds account for the GDP proportion to the increase of overseas talents backflow effect is the east,central,west,“ladder” type in progressive trend; In central and eastern areas,overseas talent returned policy have a positive effect on the overseas talents.
