A Study of Provincial TFP Including Education and Health Human Capital ——Based on SFA and DEA
LI Xiang-qian , HUANG Li
With the Stochastic Frontier Analysis (SFA) and Data Envelopment Analysis (DEA) approach, a comparative study is conducted on health panel data during 2002 and 2011 which from 31 provinces of China, and empirically evaluated the provincial Total Factor Productivity (TFP) of education and health human capital to economic growth, and analyzed the contribution of education and health human capital to economic growth. The results shows that the two methods both reflect that the provincial TFP of China is mostly in a constant growth process, but there are great differences between provinces. Health human capital gives the largest contribution to the regional economy while education human capital has not been fully exploited.

SU Nan ,XIAO Xiao-yong,SONG Lai-sheng
In this paper, the authors analyzed the mechanism of how external knowledge and the diversity of regional knowledge impact the regional innovation and discussed the influence of different types of knowledge diversity by the way of GMM with dynamic panel data during 2000-2011. The empirical results show that the technology innovation is mainly pushed by the domestic R&D investments. The influence of external knowledge is mainly through international trade ,and there is a significant positive effect. The diversity of knowledge stimulates the innovation as a whole, and the correlated diversity of the knowledge has an obvious positive influence than the uncorrelated diversity.

The Threshold Effect of Rural Social Security Impacts on the Consumption Structure ——Based on the PSTR Model
XIAO Pan, LI Lian-you, SU Jing
Based on the panel data of 30 provinces from 1998 to 2012. This article use PSTR model analyzes the influence of rural social security to the rural residents' consumption structure in China. The results show that the effects of social security expenditure on rural consumption structure is nonlinear, which presents the threshold characteristics. Before and after the threshold value, the effects of social security expenditure on food consumption、 transportation and communication consumption is promoting, and the higher rural financial development level is, the stronger the effect will be; the effect on clothing consumption is from inhibiting to promote. the effect on living consumption、education and entertainment consumption、 household equipment and services consumption are promoting only in the higher level of social security development .But the effect on medical care and other goods and services consumption are not obvious.

An Analysis of the Dynamic Development and Influencing Factors of Rural Poverty in China ——Based on the Dataset of CHNS
YANG Hui-min, LUO Qing, Xu Jia-wei
According to the household micro panel data of China Health and Nutrition Survey (CHNS), and by using the Probit regression model, this paper analysis the household poverty status and its dynamic characteristics from three aspects of the head of the household, the family and the community. Through the analysis we can found that under the different poverty line, the poverty rate showed a downward trend in this three year. As the number of poor households experiencing poverty continues to decline, only part of the families are still in poverty in the next year. The state of out of poverty and in poverty are existing at the same time. The regression analysis shows that the education level of the householder, arable land area of the family, the village which has a lower proportion of the labor force in agricultural production, and the distance to the latest primary school and railway station etc. have a significant impact on the marginal effect of poverty in the next year. Due to the different standards of poverty, the extent of influence also varies.

The Calculation and Decomposition of Embodied Energy in Sino-Japanese Trade ——An Analysis Based on Non-competitive Input-output Tables
HUANG Wei-ru, ZHANG Xian, ZHA Dong-lan
Based on non-competitive input-output tables of China and Japan, this paper evaluates the energy embodied in Sino-Japanese trade during 1995-2012. Furthermore, by employing the weighted average method of structural decomposition analysis (SDA) model, this paper analyzes the driving forces of embodied energy in Sino-Japanese trade. The measurement result indicates that the embodied energy in China’s export to Japan and embodied energy in China’s import from Japan have been rising since 1995 on the whole, but China is still a net exporter of embodied energy. With SDA analysis, this paper also finds that both the expansion of export scale and the intermediate input structure have promoted the increase of energy embodied in export, in which the expansion of export scale is the major factor. In addition, the decline of direct energy intensity and the structure optimization of export have inhibited the increase of embodied energy. However, it cannot be offset the increase of embodied energy driven by scale effect.

Does the Number of Exporting Firms Expands China’s Strategic Path of Outward Foreign Direct Investment?
WANG Fang-fang, SHAO Dan
By applying the Foreign Economic Model based on the hypothesis of enterprise heterogeneity, it is found that the level of China’s Outward Foreign Direct Investment (OFDI) in the host country will depend on OFDI and trade cost difference between home country and host country, the host country’s cost of production, the host country’s market size and the host country’s number of exporting firms. This paper conducts a panel analysis based on the data of China’s OFDI in 103 countries or regions during 2006-2012, emphasis on the relationship between foreign direct investment and the number of exporting firms. The multiple linear regression model shows that the number of exporting firms, trade costs, China’s imports for the host country, the distance between China and the host country, the protection of trade and commerce in the host country, the degree of market opening in host country are the main contributors that affect China’s OFDI. Particularly reflecting the fact that increase in the number of exporting firms promotes OFDI by the number of extensive margin utility.

A Study of the Estimation of Total Factor Productivity in China and its Convergence from the Perspective of Li Keqiang Index —Based on Provincial Panel Data in China
LIN Chun
The famous British political economics magazine “The Economist” has proposed: I Keqiang Index can objectively reflect the reality of China’s economy more than the official GDP. So based on that, we use the Li Keqiang index instead of GDP as output variables in this paper, and analysis from two perspectives of tradition and quality. In this paper, the DEA-Malmquist model is used to estimate the total factor productivity of the 29 regions of China in the 2000-2012 years, and through horizontal and vertical comparison, we analyze the regional differences in total factor productivity and its convergence characteristics. It shows that the total factor productivity in the perspective of quality is significantly lower, and this further validates the TFP of the Li Keqiang index than GDP description is more accurate, reasonable; technological progress has become the main reason affecting quality perspective under the Li Keqiang index of total factor productivity; through the test of convergence, we find that total factor productivity among different regions exist β convergence without convergence.

Separate Oligopoly-Power and Scale Economy Effects of Changes in Industrial Concentration
LI Ting
Changes in industrial concentration reflect efficiency and market power. The paper uses NEIO method to construct theoretical framework by introducing conjectural variation derived enterprises optimization equation. After transition enterprises optimization equation to industry lever we separate oligopoly-power and scale economy effects of changes in industrial concentration. Using ML method to estimate structure model, the paper computers conjectural variation oligopoly-power and cost elasticity of sample industries. Empirical results indicates that concentration lows 60% industries price because of scale economy effects, but oligopoly-power effects either dominates cost efficiency or reinforce inefficiency resulting higher prices in most industries.

A Research on the Relationship between Spatial Agglomeration and Growth of Sports Industry ——Based on SLM and SEM Model
WANG Yan, WANG Yue, WU Yu-ming ,YIN Guang-wei
Based on the data(from 2003 to 2014) of sports goods manufacturing industry form 22 provinces in China, this paper uses spatial econometric models to investigate spatial correlation of this industry and estimate the effect of specialization agglomeration and the main inputs on its growth. The results show that: compared with the estimation results of OLS model and SLM model, the SEM is the best appropriate model for analysis. The specialization agglomeration has a significant negative effect on the growth of this industry. Labor input is positively related to the growth, while capital has no significant effect. The shocks which related to the growth of this industry in one province will shift to the adjacent provinces and has a significant negative effect on this industry.

Environment Financial Expenditure, Health and Economic Growth
LI Kai-jie
Environmental expenditure can promote economic growth through health channel, which improve environmental quality, save consumers’ medical cost. We construct a two-period overlapping generation model, studying the theoretical mechanism of environmental expenditure on economic growth through health channel. When it comes to steady state, environmental expenditure can promote economic growth, but also can burden enterprise’s cost, reduce consumption, affecting economic growth negatively. Conducting an empirical analysis based on China’s provincial panel data from 2003 to 2013, the result shows that the increase of government environmental expenditure can significantly promote economic growth.

A Study of Consumption Differences of Urban and Rural Residents under the Consumption Inertia
BI Yu-Jiang,PEI Zhen
This paper investigates the effects of income growth, government expenditure and inflation on the growth of consumption. We introduce the consumption inertia effects. The empirical method is GMM. The results indicate that there are distinct characteristics in China’s urban and rural residents’ consumption. However, the consumption inertia’s alteration trend between urban and rural residents’ is quite different. Urban residents’ consumption inertia become more and more stronger with the change of other influence factors, while there is a U shape change for rural residents’ consumption inertia characteristic.

A Research on Sectorial Inflation Persistence in China ——Based on Panel SURKSS Test with a Fourier Function
LIU Zhi-jie, TAN Xiao-yu
Although panel SURADF test takes into account the cross-sectional heterogeneity and dependence, it is not applicable when variables have nonlinear trends. This paper employs panel SURKSS test with a Fourier function to investigate Chinese aggregate and sectorial inflation persistence. The empirical results suggest that all the sectorial inflation rates are mean reverting processes, which will deviate from their long-term equilibrium levels temporarily. There exist some differences in the dynamics of sectorial inflation rates. Compared with the conventional unit root tests, SURKSS is superior in identifying the structural characteristics of sectorial inflation.

Local Government Behavior, Fiscal Decentralization and Economic Structure
ZHANG Fen
This dissertation compares the influence on economic structure caused by the local government with the target of maximize the local economic output under the fiscal centralization institution, complete fiscal centralization institution and partial fiscal decentralization institution. It is found that under the information symmetry conditions, the fiscal centralization and complete fiscal decentralization are equivalent. However, under the partial fiscal decentralization institutions, the local government are effort to develop the revenue-generating industry, which results to loss of efficiency, bringing the regional economic structure change. These results provide a theoretical support to understand the rapid development construction industry and urbanization, and also provide evidence to the recent fiscal decentralization reform.

China’s Property Insurance Cyclicality Effect and its Relevant Strategies
YIN Jia-xuan , YUE Cai-shen
The authors use data in 2007~2012 from 37 home insurance companies and adopts the method of measurement of generalized moment estimation, construct all kinds of risk indicators under the second generation compensation system, and use the panel data investigates the pro-cyclical effect of the insurance industry and countercyclical regulatory effects on hold capital insurance enterprise. Results show that the regulatory system in their generation, the insurance industry’s multiplier expand effect and reinsurance effect lead to the pro-cyclical effect, and under the system of compensation of the second generation of the regulatory system the influences are not identical, while underwriting risk increase will improve insurance companies hold capital amount, the investment risk and default risk increase will reduce the amount of insurance enterprises hold capital. In response to the risk of pro-cyclical effect, the insurance company’s core tier one capital anchoring mechanism should be established.
