1 Vulnerability Assessment of Economic System of Small and Medium-sized Tourist City Along One Belt and One Road ——A Case Study of Dunhuang City
GUO Xiao-dong, ZHANG Qi-yuan, LI Ying-fei
Taking Dunhuang city along One Belt and One Road as a case, this paper has analyzed and evaluated the vulnerability of economic system of Dunhuang city quantitatively by constructing vulnerability assessment model and evaluation index system of small and medium-sized tourism cities. The paper revealed the relationship between "sensitivity", "response capacity " and the vulnerability of economic system of Dunhuang city through multiple linear regression, and it also did quantitative analysis about the affecting factors of vulnerability of economic system. The results show that: ①The index of economic system of Dunhuang city has changed with a obvious stage characteristics. In the first stage, all indexes has changed relatively stable, but sensitivity and fragility were gradual decline in the second stage. ② The vulnerability of economic system of Dunhuang city is the accumulation type of endogenous structure, sensitivity have a more significant influence on the fragility.③Education spending accounts for local fiscal expenditure, tourism revenue growth, tourism revenues accounts for GDP, the number of traffic accident and tourism growth elasticity coefficient are the main influencing factors to the economy system vulnerability of Dunhuang city, while GDP per capita, tourism growth elasticity coefficient and disposable income of urban residents are the main obstacle factors for improve coping capacity of economy system.④ Dunhuang city should be to promoting the development of tourism economy continuously in the future, pay more attention to the adjustment and optimization of industrial structure, promoting the development of industrial diversification and the response capacity of economic system vigorously at the same time, so as to improving the sustainable development ability and level of social and economic.

7 Analysis on Industrial Structure Transformation and Competitiveness at County Level Based on Shift-Share Analysis Method—— A Case Study of Henan Province
FAN Xin-sheng, WEI Ling, DOU Ming-shang
The paper aims to explore transformation of industrial structure at county level in Henan province by using Shift-Share Analysis Method. The results as following are found: ① Mostly counties with higher secondary and tertiary industries growth stay more competitive on the background of increasing industrialization. ②Industrial structure and competitive power at county level are constantly changing, and there are differences among them. For the counties with transformation from traditional agriculture-based to non-agriculture-based, further improving and upgrading of industrial structure is extremely difficult. For the counties that industrialization start relatively earlier, it is difficult to keep staying more industrial structure competitiveness without continuous improvement and up-grade of industrial structure. And counties with rapidly growth in tourist industry, characteristic agriculture and mental mining industry have been gaining their competitiveness against the others. ③The spatial "hot spot" and "cold spot" of economic growth in Henan province are found. The counties with rising industrial competitive power are in the obviously centralized distribution in the west Henan province while the counties with declining industrial competitive power in the west-north Henan province. Most of counties with unchanging industrial competitive power mainly are distributed in the east Henan province plain. So diversity of industrial structure at county level is increasing. And counties with specialty industry such as characteristic agriculture can also enhance its industrial structure competitiveness, just as counties with higher secondary and tertiary industries growth do. Meanwhile the spatial pattern of industrial structure competitiveness indicates there is a substantial spatial correlation among economic growth at county level.

13 A Study on the Relationship between Energy Consumption, Factor Input and Economic Growth for the Northeast Three Provinces of China
ZHU Tian-xing, SONG Yong-hui, SONG Li
It is of great significant to study the role of production elements in regional economic growth, especially the relationship between energy consumption and economic growth for formulating policies about regional development and energy coordination. The paper studies long-term equilibrium and short-term adjustment relationships between economic growth, energy consumption and factor inputs of the three northeast provinces in China, using economic growth and energy consumption, capital and labor inputs data from 1980 to 2012, in the framework of production function, through controlling autocorrelation within groups and heteroscedasticity between groups of panel datum employing panel PASE estimation and panel causality test model. Results showed that: (1) There is a long-term equilibrium relationship between inputs, the output elasticity of capital, labor and energy consumption were 0.439, 0.311, 0.247. (2) The total factor energy efficiency appears inverted logistic feature and there exists uni-directional causality running from energy consumption to economic growth. (3) The paper puts forward some suggestions about improving energy efficiency, strengthening energy cooperation, speeding up the adjustment of industrial structure, vigorously developing the tertiary industry, etc.

19 An Empirical Study of the Relationships between Financial Expenditure, Urbanization and Economic Growth in Western China
YUAN Dan, LEI Hong-zhen
According to the data during 1993-2011, the paper does an empirical analysis about the dynamic relationships between financial expenditure, urbanization and economic growth in western China by using a VAR model, and it also analyzes the long run co-integration relationship. It concludes that: (1) Three variables together are the Granger cause to any one of them. (2) In the short term, economic growth is positively influenced by urbanization with a bigger coefficient of the third lagged of urbanization, and gives a slower positive response to the impulse of urbanization. Urbanization is mainly influenced by economic growth, and gives a quicker positive response to the impulse of economic growth. It also influenced by the third lagged of financial expenditure positively. (3) Financial expenditure, urbanization and economic growth have the long-term co-integration relationships, and urbanization promotes economic growth in western China.

25 Inequality in Employment, Difference in Returns to Education and the Urban-rural Wage Gap
YE Guang
Using the data from a survey covering 31 China’s provinces in 2012, we have estimated the return to education of urban and rural labors employed in urban areas, and then discussed the reason for difference between urban and rural return to education and the problem of the urban-rural wage gap in urban labor markets, by distinguishing the impact of human capital and employment inequality on returns to education. The result indicates that: (1) The return to education in rural China would be seriously underestimated when the nonrandom sample selection was ignored, and accordingly the corrected urban-rural wage gap was much smaller than the uncorrected one. (2) The difference between urban and rural return to education and the urban-rural wage gap were mainly result from the inequality in employment, and the difference between human capital of urban and rural labors was not obvious. (3) Hence, in order to reduce the difference between urban and rural return to education, and then improve education in rural areas, it’s necessary to perfect the labor market system and eliminate the inequality in employment induced by family background.

37 Based on Factor Analysis-BP(Back Propagation) Neural NetworkEvaluation Study on Benefit of Ecological Agriculture of Henan province
WANG Xiao-fang
Using the method of factor analysis, the author generalizes the elements that affect the comprehensive benefit of eco-agriculture into comprehensive ability factor, balance function factor and sustainable ability factor. Afterwards, the author builds a model of BP neural network to stimulate an inspection using index and data of the eighteen cities of Henan province, and then rank their benefit of eco-agriculture according to the scores of comprehensive stimulation. Then there comes the result that comprehensive ability factor would have the most impact on the benefit of eco-agriculture. Therefore, in order to actively promote the development of eco-agriculture, the government should start with increasing the input-output ratio of economy, speeding up the transfer of the rural surplus laborers, making a high per capita net income and comprehensive production ability of eco-agriculture, and so on.

43 Why RMB Appreciation and China’s Trade Surplus Expansion HaveCoexisted for A Long Time?——An Analysis Based on the Sunk Costs-Model Considering the Way of the Trade
YE Fang, DU Chao-yun
From the perspective of the supply, considering the sunk costs of the firm and the special situation of China's trade, the paper makes a model learned from the two sunk costs-models proposed by Dixit. It also introduces the variables that describe the way of the trade in the model. Then an exchange rate band of no change is derived to explain why there is no decrease but increase in China's trade surplus while the RMB appreciates .The results show that reducing the company's sunk costs, changing the way of trade and adding the value of products to increase the sensitivity of trade to the exchange rate, rather than to emphasize the appreciation of the RMB, are important to reduce the current trade surplus.

49 Analysis on the Fluctuation of China Grain Import Based on the CMS Model
WANG Rong-hua, ZENG Fu-sheng
Through CMS model, this paper analyzes the influential factors of our country's grain import fluctuation after the accession to the WTO. The results show: (1) The import gravity is the main factor to the fluctuation of our country's grain import, and the structural effect also has great influence on it. (2) During the transition period of joining the WTO, the import gravity was the main source of the growth of our grain import; during the wandering period, the structural effect by the changes of world grain market became the main cause of the import fluctuation of our country. (3) Since the financial crisis, the import gravity, together with the structural effect, have been stimulating the increase of our grain import, but both the market structure effect and commodity structure effect are not significant. It is necessary to strengthen the macro management of grain import, to stabilize the import source and to adjust the import variety structure of grain, and to speed up the perfection of our country's technical measure system in grain trade.

114 Supply Chain Optimization of Emission Reduction Based on Transfer Payment under Carbon Tax System
XIA Liang-jie, HAO Wang-qiang, WU Meng-jiao
Consider a supply chain with one supplier and one manufacturer. The government imposes carbon tax for firms’ carbon emission. The carbon footprint affects product demand. In this context, the paper analyzes the emission reduction decisions of the supplier and the manufacturer, discusses the jointly emission reduction between them with transfer payment contract. Also, the paper explores the impact of some parameters on firms’ emission reduction decisions and profits. The results show: (1) By improving its emission reduction level or providing transfer payment for the supplier, the manufacturer can encourage the supplier to improve its emission reduction level. (2) Jointly emission reduction is effective for optimizing the production carbon footprint and the Pareto improvement of the supply chain profit. (3) The transfer payment factor has nothing to do with the firms’ emission reduction cost factors. (4) The firms’ emission reduction levels increase with carbon tax rate, while the emission reduction increments resulted from jointly emission reduction decrease.

138 Dynamic Interrelations, Information Transfer among Domestic and Overseas RMB Exchange Rates and Its Implications
MA Zheng-bing
This paper makes positive study of dynamic interrelations and information transfer among domestic and overseas RMB exchange rates by a cross-spectral analysis of the RMB exchange rate against the U.S. dollar from July 2005 to September 2012.The empirical evidences suggest that dynamic interrelations among domestic and overseas RMB exchange rate depend not only on the length of the observation periods also on the term of the forward foreign exchange rates. The longer the observation period, the higher the coherence of the dynamic interrelation between the RMB exchange rate in the domestic and foreign currency becomes. So reforming of the RMB exchange rate formation mechanism needs to handle well the relationships of developing domestic NDF and pushing the internationalization of RMB, developing domestic forward exchange rate markets and promoting the development of foreign exchange derivatives, promoting the marketization of RMB exchange rate and interest rate, official appreciation or amplitude control for response to the expectation of RMB appreciation.

CHAI Shi-jun,WANG Cong, CHEN Jian-fu
Does collectivism atmosphere affect residents’ financial assets allocation using China household finance survey data in 2011, this paper find that Family’ collectivism atmosphere promoted residents to participate in stock, fund, foreign exchange, and had significant negative influence on the risk-free assets investment such as cash and bank deposit. Further study shows that collectivism atmosphere has significant positive influence on the total amount of residents’ financial assets, but for each quantile family, presents the obvious heterogeneity. Relative to the poor families, degree of collectivism atmosphere affects residents’ financial investment behavior more deeply for wealthy families.
