Industrial Development, Human Capital and Nonfarm Employment of Rural Laborers

Abstract:
Based on the the classification of the nonfarm employment of rural laborers into local nonfarm employment and nonlocal employment, using the data of Henan rural residents and rural migrant workers in 2009, the authors empirically analyzed the impact of industry development and human capital on non agricultural employment of rural laborers. The following are the major discoveries: grain planting is complementary to non agricultural employment; the development of nonagricultural industries has passive but weak impact on local non agricultural employment; human capital has significant influence on the non agricultural employment of rural laborers. According to the research results, the authors put forward the suggestions of increasing grain subsidy, developing non agricultural economy as well as strengthening rural basic education and vocational skill training.
