智慧城市建设对营商环境的影响研究

摘要在理论阐述智慧城市对营商环境影响机制的基础上,基于2010—2018年284个地级市的面板数据,以2013年启动的智慧城市试点政策为准自然实验,利用双重差分模型估计了智慧城市建设对地区营商环境的影响。研究表明:智慧城市建设显著改善了地区营商环境,具体而言,智慧城市建设主要是通过提升地区知识溢出水平、推进城市集约型发展以及调整产业结构进一步改善营商环境。在城市异质性方面,我国中西部地区智慧城市建设对营商环境的改善效应并不显著,这种改善效应仅仅发生在东部和东北部地区。在非直辖市及非省会城市的中小型城市中,知识溢出水平越高的地区智慧城市建设对营商环境的改善效应越强烈,但是在直辖市以及省会城市中,知识溢出的调节效应则不再显著。因此,在下一步推动智慧城市建设工作的进程中,应当加强城市知识存量水平建设,推进城市集约型发展,进一步推动产业结构优化升级,并加大对城市差异性的关注。

Abstract： On the premise of expounding the theory of the impact mechanism of smart cities on the business environment and based on the panel data of 284 prefecture-level cities from 2010 to 2018, this paper takes the pilot policy of smart city launched in 2013 as a quasi-natural experiment, and uses the double difference modal to estimate the impact of smart city construction on regional business environment. The result shows that the smart city construction has significantly improved the regional business environment. Specifically, the smart city construction is mainly to further improve the business environment by improving the level of regional knowledge spillover, promoting urban intensive development and adjusting the industrial structure. In terms of urban heterogeneity, the improvement effect of smart city construction on the business environment in the central and western regions of China is not significant, and this improvement effect occurs only in the eastern and northeastern regions. In small and medium-sized cities that are not municipalities directly under the central government or provincial capitals, the higher the level of knowledge spillover, the stronger the effect of smart city construction on improving the business environment, but in municipalities directly under the central government and provincial capitals, the moderating effect of knowledge spillover is no longer significant. Therefore, in the next process of promoting the construction of smart cities, it is necessary for us to strengthen the level of urban knowledge stock, promote intensive urban development, optimize the industrial structure and increase attention to urban differences.
