基于电力体制改革的行业效率及福利损失实证研究

摘要电力体制改革的目的是既保留电力行业自然垄断的规模经济,也使其具有市场竞争的效率。通过测算行业效率与社会福利可以判断改革的成功与否。笔者应用DEA法研究改革对行业效率的影响;应用Malmquist指数观测效率变化的动因;将哈伯格三角、X-非效率及其附加进行加总来测算改革后的福利损失程度。研究发现,虽然电力体制历经多次改革,但行业效率未能有效提高,因垄断造成的福利损失也不断攀升。

Abstract： The aim of Reformation of electricity system is to keep both the scale of natural monopoly and efficiency of competition. To calculate the industrial efficiency and the social welfare can estimate whether the reformation succeed or not. The paper studied the impact of reformation on electric power industry efficiency by applying DEA method, observed efficiency change by using Malmquist index and calculated Harberger Triangle and X-inefficiency to measure the degree of deadweight loss. The results show that efficiency of power industry hasn’t improved and the degree of deadweight loss caused by monopoly continues to rise after reformations. This paper puts forward to the way to introduce competition according to the results, and gives the feasible suggestions to enhance both scale benefit and competition efficiency for power system.
