Abstract:
The paper analyzes the impact that environmental regulation’s industrial upgrading and transfer effects have on employment scale and structure,and then tests it through the GMM method with provincial panel data in China from 2001 to 2011.The results show that without any consideration of the dual effects,the environmental regulation will decrease regional employment scale and not promote the growth of the highly skilled personnel.When they are taken into account,industrial upgrading effect does not increase the employment scale,but it gets the number of the highly skilled personnel raised;industrial transfer effect,as a whole,boosts the employment scale and drives the need of skilled labor nationwide,however,the area of origin meets the situation the other way round.
