知识产权保护执法力度、技术创新与产业升级

摘要从宏观、中观以及微观三个层面重新构建了知识产权保护执法力度指数,利用2001—2015年中国省级面板数据,实证分析了知识产权保护执法力度对各省企业技术创新及产业升级的影响。研究发现:加强知识产权保护执法力度能够促进中国各省的技术创新,且在经济发达的地区更为明显;知识产权保护执法力度对非发明专利的促进作用要显著大于发明专利;知识产权保护执法力度越强,各省的技术创新对产业升级的提升作用越大。

Abstract： By constructing an index of intellectual property (IP) rights protection law enforcement on macro, medium and micro levels, this paper examines the impact of IP rights protection law enforcement on the technological innovation and industrial upgrading of provincial enterprises based on China’s provincial panel data of 2001 to 2015. It is found that the enforcement of IP rights protection can improve the technological innovation of provincial enterprises, especially in developed regions. Meanwhile, the promoting effect of IP rights law enforcement is much greater on non-invention patent than that on invention patent. It also shows that the stronger the law enforcement of IP rights protection, the greater the promoting effect on industrial upgrading is from the technological innovation of provincial enterprises.
