国家级示范物流园区建设产生了经济增长效应吗？

摘要以国家级示范物流园区建设为准自然实验,利用2013—2019年中国284个地级及以上城市的面板数据,建立渐进式双重差分模型,分析国家级示范物流园区建设产生的经济增长效应。结果表明:(1)国家级示范物流园区建设显著促进经济数量增长,且显著提升经济效率,经过平行趋势检验和改变经济效应代理变量、剔除其他政策干扰等一系列稳健性检验后,该结论依然成立。(2)区域异质性分析发现,东部和中部地区建设国家级示范物流园区作用更显著,可能是东部和中部地区对政策更敏感;城市等级异质性分析发现,二线至五线城市建设国家级示范物流园区效果更显著,可能是二线至五线城市对政策更依赖。(3)国家级示范物流园区建设主要通过增加经济集聚、提升物流效率和促进批发零售业发展进而产生经济增长效应。因此,政府和企业应继续合力建设好国家级示范物流园区,连点成网,为“双循环”发展新格局提供物流保障。

Abstract： Taking the construction of national demonstration logistics park project as a quasi-natural experiment, this paper establishes a progressive double difference model based on 284 cities’ data from 2013-2019 in China to analyze economic growth effect produced by the construction of national demonstration Logistics Park. There are following findings: (1) The construction of national demonstration logistics park significantly promotes t economic growth and economic efficiency. After a series of robustness tests, such as parallel trend test, placebo test and other model effectiveness analysis, replacement of regression model, change of economic effect proxy variables and elimination of other policy interference, this conclusion is still valid; (2) Regional heterogeneity analysis indicates that the construction of national demonstration logistics parks in the eastern and central regions play a more significant role in building national demonstration logistics parks, which may be that the eastern and central regions are more sensitive to policies. The analysis of city level heterogeneity shows that the effect of building a national demonstration logistics park in the second to fifth tier cities is more significant, which may be that the second to fifth tier cities are more dependent on policies; (3) The construction of national demonstration logistics park mainly produces economic growth effect by increasing economic agglomeration, improving logistics efficiency and promoting the development of wholesale and retail industry. Therefore, the government and enterprises should continue to work together to build a national demonstration logistics park and connect points into a network to provide logistics guarantee for the new pattern of “double cycle” development.
