Abstract：
This paper gets the samples of 205 senior managers from Shanghai, Xinjiang, Shandong. Hierarchical regression analyses on the research data shows that: transformational leadership behavior and learning orientation have a significantly positive impact on the technological innovation; the learning orientation plays fully mediating roles between the transformational leadership behavior and the technological innovation. There are differences existing in different industries as to how to use organizational learning to promote enterprise technology innovation ability in the industry, organizational learning in manufacturing enterprises tend to have a stronger influence on technology innovation ability while in the service sector companies, the influence is weaker.
