公共转移性收入对农村内部不平等的影响分析

摘要笔者基于2000年~2010年各省的面板数据，采用GE指数和GINI系数及分项收入分解方法，实证研究公共转移性收入对农村内部收入不平等的影响。结论表明作为收入再分配的主要手段之一的转移性收入，并未缓解农村居民收入不平等的状况，特别是对缩小城乡间收入差距没有发挥明显的作用，其原因在于政府对农村居民的转移支付力度不够，以及转移支付在农村居民之间的分配不均衡。

Abstract： Based on the provincial panel data of 2000-2010,the paper explores the impact of public transfer income on the inner inequality in rural China by means of GE index and decomposition methods for diversified income. It shows that public transfer income as one of the most important ways of income re-allocation,actually has no obvious impacts on reducing the inequality for rural population,and has no positive impacts on reducing the inequality between rural and urban areas. The main reasons include the comparative shortage of government’s financial transfer for rural areas and uneven allocation of transfer in rural people. Wage income is now the main determinant of rural inner inequality. Finally the paper gives some related policy recommendations such as increasing the financial transfer for rural areas and poverty population,meantime improving the effectiveness of policy implementation.
