1 The Study of Regional Intellectual Property Protection and the Quality of China’s Export to Countries Along the Belt and Road Route

Based on the nested Logit model, this paper investigates the product quality of Chinese export products to countries along the Belt and Road route. Then this paper uses Chinese inter-provincial panel data from 2004 to 2014 to study the impact of intellectual property protection on export quality. The study finds that after controlling the effects of endogenous and other factors, the intensity of provincial intellectual property protection in China has a stable positive impact on China’s exports to the countries along the Belt and Road route. The results of sub-regional estimation show that the impact of intellectual property protection on export quality presents inter-provincial differences. It is a significantly positive impact that the level of intellectual property protection has on the quality of exports in the eastern provinces, the central provinces, as well as the key and non-key provinces of The Belt and Road Initiative. Whereas the impact of provincial intellectual property protection intensity on export quality is negative and non-significant in western provinces.

17 Does Financial Development Enhance the Rise of Green Total Factor Productivity of “The Belt and Road” Countries?

Based on panel data of "The Belt and Road" countries, SBM -DDF function and Luenberger index is used to calculate green total factor productivity. This paper measures the financial development from the three dimensions of financial deepening, financial structure and financial efficiency. Then the dynamic GMM method is used to study the influencing mechanism of financial development on green total factor productivity. The major conclusions are as follow: In the long run, the financial deepening and the optimization of the financial structure have promoted the GTFP, and the excessive promotion of financial efficiency has a negative effect on GTFP. In terms of the components of GTFP, the financial deepening and the optimization of financial structure promotes the technical efficiency in the long run. The optimization of the financial structure has a positive effect on technological advancement while the financial deepening has a negative effect. Considering the regional differences, the sample is divided into Asian and European ones. Further analysis shows that in European samples, the optimization of the financial structure has a positive effect on GTFP and technology advancement both in long and short terms. But there is no such effect in Asian samples. The promotion of the financial efficiency has a negative effect on the GTFP in Asian countries whereas it shows a positive effect in European countries.

51 Expansion of Megalopolis Groups and Urban Economic Growth ——Empirical Evidence from the Yangtze River Delta

Step-by-step capacity expansion is one of the commonly used paradigms for the steady development of Chinese urban agglomerations. From the perspective of nearby cities of megalopolis group in the Yangtze River Delta, this paper analyzes the internal logic and the economic growth effects of surrounding cities actively integrating into a megalopolis. The results find that during the sample observation period, the economic growth is mainly driven by factors in cities in the Yangtze River Delta, and the economic growth resulted from the urban fixed-asset investment dominates the actual economic growth in megalopolis group in Yangtze River Delta. Effect of expansion to a megalopolis is lower than expected in the Yangtze River Delta, and the pulling effect of economic growth brought about by the surrounding cities integrating into megalopolis is limited. When the reasons of time of integrating are examined, it is found that the city’s output level and construction of modern transportation system are important reference standards for these cities’ timing of joining megalopolis. The converging industrial structure has a negative impact on time of joining. For cities that want to join the megalopolis group in the future, it is necessary to weaken the document effect and to lower expectation.

58 Does Land Transfer Promote the Increase of Farmers’ Capital Investment? ——A Research Based on Capital Gains

The rapid development of urbanization and industrialization will promote the labor and land transfer which will encourage the farmers who stay in the villages to increase borrowing and capital investment so as to increase economic returns. In order to test this theory, a theoretical model is constructed based on the capital structure theory. Hypotheses are put forward and empirical tests are conducted. Theoretical analysis shows that the influence of the increase in land transfer and capital investment on the net rate of returns is uncertain. Empirical results show that under the circumstance of agricultural growth rate long being lower than the capital interest rate, the increase of borrowing and investment does not bring the increase of returns for farmers under the “double pressure” of cost and price. The land transfer has no effect on farmers’ overall capital investment, but has a positive impact on the net rate of return, which shows that the loan is mainly used in non-agricultural activities. It also indicates small-scale land transfers are neither sufficient to significantly increase the total return of farmers, nor to make them more motivated to increase agricultural investment.

66 The Effect of Water and Land Resources Utilization Methods on the Technical Efficiency of Major Producers of Grain ——Based on the Survey Data of 697 Major Producers of Grain in Heilongjiang Province

Based on the survey data of 697 farmer households in Heilongjiang Province, this paper investigates the soil and water resources utilization methods and the matching degrees. Then it discusses the influence of soil and water resources utilization methods on technical efficiency of major producers of grain by adopting super-efficiency DEA-Tobit two-stage model. Results show that: 1) The scale of land management of major grain producers falls mostly between 100-300 mu, but it shows a trend towards large-scale. With the expansion of scale, the land leveling grows more active. However, irrigation is still dominated by traditional irrigation, and there are signs of regression, so the land and water resources are badly matched. 2)The technical efficiency of major grain growers is not high, and there is much room for improvement. 3)There is a “U” curve variation law between land management scale and the technical efficiency of major grain growers. The structures of land use, the condition of the water conservancy facilities in the farmland and the way of irrigation have significant positive effects on the technical efficiency of major grain producers.

73 The Impact of Agricultural Labor Aging on Productivity of Labor-Intensive Agricultural Products ——An Empirical Analysis Based on 745 Apple Farmer Households of Shaanxi and Gansu Province

Based on data of 745 apple farmer households of Shaanxi and Gansu province, this paper studies the influence of agricultural labor aging on the productivity of labor-intensive agricultural products by using DEA-Tobit model. Results show that: The productivity of apple farmer household production efficiency is as low as 0.476; The main reasons are low pure technical efficiency, excessive amount of labor input and limited effect of modern productive factors; With the age group of 50-54 as a threshold, the relationship between decision-makers’ age and productivity presents an inverted-U shape, increasing first and decreasing after the threshold age, which shows that the degree of family aging negatively affects productivity. Therefore, to offset the negative influence of agricultural labor aging on productivity, a number of measures should be combined, such as enhancing the R&D of labor-saving technology, promoting land transfer, investing in farmers, improving infrastructure and financial support etc.

80 Research on Production Effect and Upgrade Path of Agricultural Industry Agglomeration

It is a new requirement for the structural reform of the agricultural supply side to explore the advantages of agglomeration of the main producing areas and to realize the improvement of quality and efficiency of agricultural production. Using the survey data from 306 vegetable farming specialty villages in Huang-Huai-Hai region and Bohai Economic Rim, this paper adopts the theory of industrial agglomeration and the Simultaneous Equations Model in a theoretical analysis of an empirical test on the interactive mechanism between Marshall externalities of industrial agglomeration and agricultural productivity. The main conclusions are: The increase of industrial agglomeration promotes the land productivity through Marshall externalities, and indirectly promotes labor productivity, while the increase in labor productivity will improve the agglomeration degree through cumulative effect. Forming a virtuous circle of interactive promotion these three factors promote the sustainable development of China’s vegetable industry.

87 Logistics Industry Agglomeration, Market Segmentation and Regional Green Economic Efficiency

Based on the theory of new economic geography and market economy,this paper adopts provincial panel data from 2001 to 2015 and spacial Durbin Model (SDM) to explore the impact of logistics industry agglomeration and market segmentation on regional green economic efficiency. It is found that the logistics industry agglomeration can significantly improve the efficiency of the local green economy and has a significant spatial spillover effect. The spatial spillover effect shows attenuation as the spatial distance increases, with the effective boundary of about 600 kilometers. Moreover, the spatial spillover effect should be subject to invisible obstacles from market segmentation and should be weakened by means of weakening the economic ties with neighboring areas.

108 Technical Expert Executives, Venture Capital and Technological R&D of Venture Enterprises ——An Empirical Study Based on Differences in Venture Stages

By using data of listed firms on GEM before IPO and further dividing the sample data into the early stage and the later stage of entrepreneurship, this paper empirically studies the effects of venture capital on R&D expenditure in different stages of entrepreneurship and moderating effects of technical expert executives. The results indicate that the positive effects of venture capital on entrepreneurial firms’ R&D expenditure in early stage increase, but decrease in the later stage, even to insignificance. Technical expert executives negatively moderate the effects of venture capital on entrepreneurial firms’ R&D expenditure. That is, technical expert executives will lower the positive effects of venture capital on entrepreneurial firms’ R&D expenditure in the early stage, but will raise the positive effects in the later stage.

143 Research on Measurement and Influencing Factors of Systemic Risk in Chinese Banking Industry

From the perspective of regulators, this paper uses improved time-varying Copula—ΔCoVaR model to calculate the systemic risk contributions of 16 commercial banks in China from 2011 to 2016. Then it describes the characteristics of the systemic risk of China’s banking industry in the same period from both time and cross-section dimensions and analyzes the influencing factors through panel regression. The results show that in the dimension of cross-section, the systemic risk contribution of state-owned commercial banks is higher than that of joint-stock commercial banks and city commercial banks, and the contribution of ICBC is the highest. In the time dimension, ICBC can release an early warning 3-6 months prior to a crisis, thus its systemic risk contribution can best describe systemic risk changes in China’s banking industry. In terms of influencing factors, the degree of inter-bank correlation, GDP growth rate, leverage and nonperforming loan rate have significant impacts on systemic risk. It is advised that the regulatory authorities should use both micro and macro-prudential tools to implement counter-cyclical regulation in order to reduce the systemic risk level of the banking sector.

151 Dynamic Changes of China’s Monetary Policy Transmission and Regulatory Optimization Under the New Norm

Through structural VAR model with the variable coefficients, this paper takes into account the volatility of exogenous shocks and deeply analyzes the dynamic changes of China’s monetary policy transmission from 1996 to 2016. Studies show that as China’s economy gradually steps into the new norm, the short-term and medium-term impact of monetary shocks on GDP is significantly reduced. At the same time, the impact of monetary shocks on inflation is significantly greater than that on economic growth in comparison. On the other hand, changes in interest rates will have an obvious negative impact on China’s economic development, but the overall volatility is not great. China’s monetary policy transmission changes are largely due to the profound changes in multiple aspects such as China’s economic structure, social financing structure and the imbalance between the real economy and fictitious economy.

158 Evaluation on Welfare Effect of Fiscal Transfer Payment System and Analysis of the Improvement Countermeasures in China ——From the Perspective of the Income Distribution Benefits of Rural Residents

Based on principles of welfare economics, this paper focuses on the distribution of rural residents’ income and adopts the econometric model and data from statistical yearbook in its empirical measurement and step-by-step progression assessment of the welfare effect of China’s fiscal transfer payment system on the adjustment of the income distribution pattern of rural residents. The research shows that the fiscal transfer payment system has a positive regulatory effect on the income distribution welfare of rural residents. But the rise of welfare is insignificant, and in certain years the welfare drops. Further analysis shows that there is a critical point of public fiscal policy’s effect on the income and welfare of rural residents. In the end, the paper puts forward the countermeasures and suggestions to the improvement of the welfare performance and its protection of rural residents based on the essence of fiscal transfer payment system and the reality of rural development in China, which is important reference for the implementation of the strategy of thriving the nation through rural development in the new period.
