Abstract Based on principles of welfare economics, this paper focuses on the distribution of rural residents’ income and adopts the econometric model and data from statistical yearbook in its empirical measurement and step-by-step progression assessment of the welfare effect of China’s fiscal transfer payment system on the adjustment of the income distribution pattern of rural residents. The research shows that the fiscal transfer payment system has a positive regulatory effect on the income distribution welfare of rural residents. But the rise of welfare is insignificant, and in certain years the welfare drops. Further analysis shows that there is a critical point of public fiscal policy’s effect on the income and welfare of rural residents. In the end, the paper puts forward the countermeasures and suggestions to the improvement of the welfare performance and its protection of rural residents based on the essence of fiscal transfer payment system and the reality of rural development in China, which is important reference for the implementation of the strategy of thriving the nation through rural development in the new period.
