基础研究投入与区域创新空间演进——基于集聚结构与知识溢出视角

摘要基于2009—2016年我国省域创新数据,实证分析基础研究投入及其溢出效应对我国区域创新格局的影响。结果表明科研机构基础研究资源集聚对区域创新具有显著的正影响,而高校和企业的基础研究资源集聚对区域创新的贡献则不显著;基础研究经费向科研机构和高校集聚在西部地区对创新产出具有显著的正影响,而基础研究人员集聚在东部地区对创新产出则具有显著的负影响;基础研究经费向企业集聚对区域创新的影响在东部地区显著为负,而基础研究人员集聚的影响则显著为正。以上研究结论的政策启示为应加大基础研究投入尤其是增加西部地区高校和科研机构的基础研究经费投入,加强产学研合作以促进基础研究的成果转化。

Abstract： To implement innovation-driven development strategy, it is a must to attach importance to basic researches. Based on the provincial panel data of innovation during the period from 2009 to 2016, this paper analyses the influence of basic research input and its spillover on spatial pattern of regional innovation. The results show that the agglomeration of basic research resources in research institutions has a significant positive impact on regional innovation, while that in universities and enterprises has no significant contribution. The agglomeration of basic research funding in research institutions and universities has a significant positive effect on innovation in the western region, while of agglomeration of basic research personnel in eastern region has significant negative impact. The agglomeration of basic research funding in enterprises shows a significant negative effect on regional innovation in the eastern region, while the effect of agglomeration of basic research personnel shows a significant positive one. The policy indications are that the funding for basic research, especially that in research institutions and universities in western regions, should be increased and the industry-university research cooperation should be strengthened so as to promote the achievement transformation of basic research.
