对外直接投资对中国创新能力的逆向溢出效应研究

摘要笔者利用我国2000年~2011年的相关数据,实证分析对外直接投资对中国创新能力的逆向溢出效应,并进一步解析相关影响因素。研究结果表明我国对外直接投资只对国内模仿创新的能力存在逆向溢出效应,而对自主创新和二次创新的能力均产生了抑制作用,最终对总体创新能力有抑制作用,但各层面的影响在统计上均不显著;经济开放度、金融发展水平、基础设施水平和R&D基础水平等因素在其中发挥了不同的影响作用。基于实证的结果提出了鼓励技术寻求型对外直接投资、着力提升对外投资企业的全球学习能力、加强基于创新能力提升的对外投资发展支持体系建设的对策建议。

Abstract： Using the relevant data from 2000 to 2011 in China, this paper studies empirically the reverse spillover effect on domestic innovation capability of China’s Outward Foreign Direct Investment, and further analyzes its related factors. The test results show that China's OFDI has reverse spillover effect only on the domestic imitate innovation capability, but restrains the capabilities of independent innovation and secondary innovation, and ultimately has negative effect on the overall innovation capability, but they are not significant statistically. The influencing factors such as economic openness, financial development, infrastructure and R&D base play different roles. Finally, the paper puts forward some suggestions, such as encouraging technology-seeking OFDI, enhancing the global learning capabilities of OFDI enterprises and strengthening the development support system of the OFDI based on innovation capability.
