公共支出能否成为低收入群体的安全网：基于河南省的实证研究

摘要笔者基于行为反应特征视角，分析低收入群体的行为反应因素并建立模型，试图从更深层面上认识公共支出与减贫的关系问题。利用河南省城镇和农村的相关统计数据进行实证分析的结果显示，河南省城镇低收入户的生活消费、就业面、储蓄款和子女就学支出与医疗卫生和社会保障支出成正比，与教育支出成反比，与基础建设支出没有统一的影响；河南省农村居民的生活消费、就业面和转移性支出除与基础建设支出成正比之外，与其他支出均没有统一的影响。

Abstract： Based on the behavioral response characteristics，the authors analyze the behavioral responses of the low-income groups and then try to know the relationship of public expenditure and poverty reduction from a deeper lay through modeling。The paper carries on the positive analysis using the statistical data of the urban and rural areas in Henan。The results show that the behavioral responses of the urban low-income vary directly as health and social security expenditure and inversely proportional to education expenditure not obviousness with infrastructure expenditure。The rural behavioral responses vary directly as infrastructure expenditure and not obviousness with others expenditure projects.
