Abstract In the analysis framework of nested regulation system, the authors introduce the mechanism of collaborative governance involved by the government, business and society and do research into the coupling of social regulation and CSR. In the collaborative governance, social regulation can be internalized into the decisive factor of enterprise behavior through affecting the competitivenessof enterprises|companies can impact government regulation through fulfilling their social responsibilities|the non-governmental organizations can provide thecoupling of the two with external supervision mechanisms and an information platform through its information influence. Authorized self-regulation, co-regulation and responsive regulation are the effective mode to realize the coupling of the two
