中国海外智力回流影响动因的实证研究——基于动态面板模型的经验分析

摘要笔者构建动态面板模型,利用全国东、中、西部各地区29个省区1978年～2010年的面板数据，对我国海外智力回流影响因素进行了实证分析。结果显示,各地区海外人才回流均表现出明显的“棘轮效应”；中东部地区经济水平当期增长对海外人才回流产生短期的正效应；教育经费占ＧＤＰ比重的增加对海外人才回流影响效应呈东、中、西“阶梯”式递增态势;海外人才归国政策在中东部地区对海外人才回流产生正效应。

Abstract： The paper researches China’s overseas intelligence return influence factors by analyzing panel dataof 29 provinces of east,central,western regions of 1978-2010 with dynamic panal model. The results showed that overseas talents backflow showed obvious’ ratchet effect; middle east regions’ economic current growth level of overseas talents backflow produce short-term positive effect; Education funds account for the GDP proportion to the increase of overseas talents backflow effect is the east,central,west,“ladder” type in progressive trend; In central and eastern areas,overseas talent returned policy have a positive effect on the overseas talents.
