Abstract China's rare earth industry, one of its absolutely resource advantaged heading industries, is trapped in weak, disorderly and backward situation for long time and unable to be turned into national competitiveness. China's rare earth industry chain is subject to the depressive lower-reach end consumption.The traditional research methods fail to explain convincingly the essential limiting elements owing to the peculiarity of the industry. The paper, with the value chain theory analyzes how China's rare earth industry is caught in the captive GVC and holding back its industry chain promotion It is proposed that China build up a national value chain (NVC) to break the GVC captive mode, with devopment strategic roadmaps and approaches for the optimum development of China's rare earth industry.
