Abstract By collecting and analyzing the relevant data of 19 service outsourcing model cities, the authors studied the effectiveness of government support in these service outsourcing model cities. The results show that the government support of service outsourcing is effective, particularly in Shanghai, Shenzhen, Suzhou, Wuxi and Nanjing. The effectiveness in fourteen other cities is relatively weak. The authors analyzed the weak effect with “projection” transform method and the result revealed the reasons for the poor government role and the feasible adjusting direction.
