Abstract From the perspective of factor endowment, the authors construct a static model for individual decision and a dynamic model for group decision to explore the reasons for enterprises with e-commerce choosing the mode for survival and development. The results show that whether an enterprise adopts e-commerce and when to do it depends on the enterprise's technology endowment, operation endowment, strategy endowment, and the comparison of the exterior pressure of market and endowment cost, which form the four basic modes of e-commerce and five roles in the market. The government should take corresponding supporting measures according to the factor endowment of different firms and promote the development of e-commerce according to different hierarchies and classes of the firms.
