Abstract Based on the overflow effect and spatial dependence of high-tech industrial agglomeration, the paper studies the relationship among the institutional quality, the stability of institutional quality and high-tech industrial agglomeration by using spatial Durbin model. The institutional quality has a significant role for the region, other regions and all regions in promoting the agglomeration of high-tech industries. The stability of institutional quality only has a significant impediment role in the region. In order to analyze more accurately the relationship among them, the panel data quantile regression is used for in-depth discussion. The institutional quality has a significant role below 0.75, and the stability of institutional quality has a significant hindrance effect below 0.5.
