The Result Analysis of Pilot County Public Hospitals Reform in Henan Province ——An Empirical Study Based on Difference-in-Difference Model

Abstract:
There have been tremendous achievements in guaranteeing and improving health conditions in the grass-roots since the launch of a new round of health reform in 2009.Public hospitals,as the main health service providers,are the core and crux of medical reform.This paper develops a simple model of payment incentives and the model indicates that the proportion of costs that the hospital shares has an impact on the quality and cost-reducing mechanism.Then the paper uses 6 years’ data in 332 hospitals to assess the reform’s impact on pilot county public hospitals.The results show that healthcare reform has positive effect on reducing the cost of patients;has negative effect on healthcare quality,while has no significant effect on guiding patients to get primary treatment.
