Abstract：
The authors took the input and output data of the provincial public hygiene from 2005 to 2008 as samples, checked the technique efficiency value, pure technique efficiency value and scale efficiency value of the local finance health expenditure of our country with the method of DEA，and measured the dynamic change in the efficiency of the fiscal expenditure of local public hygiene in China by measuring and calculating the Malmquist exponent. The research results show that there is 24% input waste in the fiscal expenditure of local public hygiene in China, among which scale efficiency affected the entire technique efficiency. From the dynamic perspective, the total factor productivity of the fiscal expenditure of local public hygiene declined year by year within the sample period, the reason for which is the influence of the change in production technique.
