对我国土地非农化问题的经济学分析--基于地方政府博弈的角度

摘要工业化、城市化的推进对土地快速增长的需求和保护耕地、保障粮食安全是我国土地利用过程中面临的两难选择。我国当前的土地征用制度存在较多问题，使得地方政府对土地过度非农化，导致土地资源在农用和非农用之间的扭曲配置，这不利于保障农民的土地权利，容易导致社会不公和矛盾激化。笔者运用博弈论的方法，从经济学的角度对这一问题进行了考察，并提出了相应的政策建议。

Abstract： The rapid demand for land in industrialization urbanization, the protection of farmland and the guarantee of food security are the dilemma in the process of land utilization of our country. There are many problems in the current land expropriation system of our country. They caused local governments to conduct land conversion unevenly and the allocation of land resources between agricultural and non-agricultural use is distorted, which is not conducive to the protection of land rights of farmers and may cause social injustice and the intensification of contradictions. This author applied game theory to investigate the problem from the economic point of view and advanced corresponding policy suggestions
