Abstract:
This paper builds an evaluation index system of URCD in the context of URCDconnotation in new era, and the evaluation model for URCD is put forward based on ANP-TOPSIS. Then it uses the above methods to evaluate Chinese current URCDfrom 2000 to 2011. The results show that the index function is improved by applying ANP-TOPSIS model, and it’s concluded that ANP-TOPSIS is more reasonable and feasible on evaluation of multi-objective programs; China's overall URCD is located in the interim phase of the exploration period, while there is a significant gap of URCD level between the Midwest and the Eastern, Northeastern China, and there is a path locked performance in time sequence. Thus, it becomes an important task for the future to accelerate the economic and social development of our country, especially the majority of the Central and Western China.
