政府“要粮”和农民“要钱”目标的兼容性——基于粮食生产社会效率和私人效率的考察

摘要政府“要粮”和农民“要钱”目标不一致的实质是粮食生产问题上政府社会效率与农民私人效率之间的矛盾。笔者通过对1995年~2010年河南农村固定观察户粮食生产数据的计量分析,证明政府追求粮食增产和农民追求收入增长之间存在矛盾。研究表明,小规模农地流转不能实现粮食增产和农户增收的统一,而降低农户耕地细碎化程度、提高粮食生产市场化程度更有利于同时实现上述两个目标。

Abstract： The contradiction between government’s needs for grain and farmers’ needs for money comes down to the inconsistency between government’s social efficiency and farmer’s private efficiency of food production. This paper uses Henan rural fixed observation data of grain production to do econometric analysis and finds the contradiction between government’s pursuit of grain yield and farmers’ pursuits of income. Results show that small-scaled transfer of rural lands cannot realize the unity of pursuits of government and farmers. However, the decrease of the finely degree of farmers’ arable lands and the increase of the marketization degree of grain production helps realize the increase of farmers’ income and grain production simultaneously.
