The Consistency of Government’s Needs for Grain and Farmers’ Needs for Money ——Based on Social and Private Efficiency of Grain Production

Abstract:
The contradiction between government’s needs for grain and farmers’ needs for money comes down to the inconsistency between government’s social efficiency and farmer’s private efficiency of food production. This paper uses Henan rural fixed observation data of grain production to do econometric analysis and finds the contradiction between government’s pursuit of grain yield and farmers’ pursuits of income. Results show that small-scaled transfer of rural lands cannot realize the unity of pursuits of government and farmers. However, the decrease of the finely degree of farmers’ arable lands and the increase of the marketization degree of grain production helps realize the increase of farmers’ income and grain production simultaneously.
