Abstract:
The paper analyzes fiscal grant use by local government authorities by career concern model. It is found that high regional heterogeneity increase information asymmetry between central and local government on fiscal grant use. As a result,it is difficult for central government to accurately assess the performance of grant and local government stands a chance of abusing fiscal grant. The implicate policy is that fiscal grant must be included in local budget management so that news media and local people's congresses can supervise fiscal grant based on their information advantage.
