Abstract Based on the Heckman model, the paper applies the panel data of China’s outward foreign direct investment (OFDI) in Africa to analyze comprehensively the motives of China’s direct investment in Africa. The result shows that: the market scale, the price of the labor force, the resources endowment and the political environment of host country are important elements of China’s OFDI. China shows different motives in investment selection stage and investment scale stage, resource seeking is only one of the motives. The political and economic system would influence the investment selection and investment scale of OFDI with different motives.
