Abstract In order to thoroughly analyze the effect of industrial agglomeration on emission scale and emission intensity, this paper makes an empirical research on the effect mechanism of industrial agglomeration on CO2 emissions based on an extended STIRPAT model using panel data of 36 manufacturing industries from 1996 to 2010. The study found that industrial agglomeration would play the dual role that improve the volume of CO2 emissions and decline the growth rate of emissions intensity which called Scale Effect and Intensity Effect. Meanwhile, the market concentration and the dominant position of state-owned enterprises play an important role in binding the industry carbon emissions.
