Abstract Based on the Stochastic Frontier Approach, the paper measures X-efficiency of 15 city commercial banks from 2007 to 2011, and makes an empirical study on the inter-regional expansion effect on the city commercial banks’ X-efficiency. We find out that inter-regional expansion can help to increase banks’ X-efficiency, but the effect is not significant. The reason probably is the short history of inter-regional expansion in city commercial banks. Results also indicate a significant positive relationship between bank loan-to-deposit ratio and X-efficiency. It suggests that city commercial banks can increase X-efficiency by improving asset management capacity.
