Abstract This paper studies the telecommunications industry,the typical network industries,and operation strategy selection during its interconnection by evolutionary game theory. We describe the long-term evolutionary trend of operators who compete and cooperate during interconnection by an evolutionary stable strategy,discuss the effect of regulatory agencies punishment on telecom operators. It argues that the government punishment on refusing interconnection,access pricing and the benefit caused by refusing interconnection are the important factors to affect system evolution results. This study is conducive to balance the interests of telecommunication enterprises who take part in interconnection,promote the implementation of effective competition in the telecommunications market. Meanwhile,the study also has some positive value on interconnection of the other network industries.
