Abstract Using the data from 1985 to 2008 and the methods of co-integration, error correction model, Granger causality test, etc., the authors analyze the relationship between technological progress and laborers’ quality in China. The empirical analysis shows that technological progress has played a positive role inlabor education per capita，and a significant role in promoting quality of laborers. Therefore, China should strengthen technological introduction and innovation, and in the process of technology introduction, emphasize technological digestion and absorption from imitation to innovation, and thereby increase autonomous R&D capabilities. At the same time, China should increase investment in human capital and strengthen human capital accumulation
