虚拟货币流通与政府监管问题探析

摘要虚拟货币以其便捷性促进了电子商务和虚拟网络经济的发展，但也带来了一些问题和隐患。为此，笔者通过建立“虚拟货币的流通模型”和“虚拟货币—现实货币的流向模型”，厘清了虚拟货币的流通过程，对虚拟货币的流通参与方进行深入分析，试图对现阶段虚拟货币的监管给出较优监管选择，同时建议政府应该从对虚拟货币发行机构的准入实施管理、对虚拟货币发行机构的运营实施现金准备制度、对虚拟货币发行机构实施评级制度等三个方面对虚拟货币进行监管。

Abstract： Virtual currency promotes the development of e-commerce and virtual network economy for its convenience，but with problems and hidden dangers as well. The paper analyzes participants of virtual currency’s circulation and clarified the process with a circulation model and flow model of virtual currency. Regulatory options by government to virtual currency’s regulation of the present stage in terms of the virtual currency issuer’s admittance, cash reserves and rating institution is proposed.
