Abstract:
The authors take Songjiang District of Shanghai as an example and study the effect of suburban surplus labor skill training dominated by the government and its influencing factors. The results show that younger age, higher education and good family economic situation have positive influence on the training level of the laborers. The probability of women trainees getting professional qualification certificate is bigger than that of men. The employment rate of married trainees is generally higher. Enrollment rate for trainees with heavier family burden is obviously higher. Whether the government arranges employment has significant impact on the employment of disadvantaged groups, but the influence of the result of skill training is not significant. The government should develop rural labor transfer training hierarchically and pertinently, share training costs rationally, give more training support to the disadvantaged groups and make full use of the platform of training institutions to increase farmer employment
